NT 491 State Nomination Requirements : Update 2026

The Skilled Work Regional (Provisional) visa is a fantastic stepping stone for migrants looking to build a life in Australia’s Top End. If you are aiming for this 5-year provisional visa—which provides a clear pathway to permanent residency after three years—you must first secure support from MigrationNT.

To help you prepare a successful application, we have compiled the complete NT 491 state nomination requirements. Whether you are currently studying in Darwin, working in a remote community, or applying from overseas, this guide details the unique eligibility pathways and financial criteria you must meet.

NT 491 State Sponsorship Criteria

Before diving into the specific applicant streams, everyone applying for a Northern Territory regional visa must clear these fundamental hurdles set by the Department of Home Affairs and MigrationNT:

  • Age Limit: You must not have turned 45 at the time of nomination.
  • English Proficiency: A minimum of “Competent English” is required, though your specific skills assessing body may demand a higher score.
  • Skills Assessment: You must possess a full, valid skills assessment for an occupation on the relevant federal eligible skilled occupations list.
  • Points Test: You must score at least 65 points on SkillSelect (which includes the 15 points granted by the state for a 491 nomination).
  • Commitment: You must formally agree to live and work in the Northern Territory in your nominated (or closely related) field for at least 3 years after your visa is granted.

Proof of Settlement Funds

Moving to a new region requires financial stability. MigrationNT does not offer financial assistance, so you must prove you have the net assets to support yourself and your family upon arrival:

Household CompositionRequired Minimum Net Assets
Single applicantAU$35,000
Applicant and partnerAU$50,000
Applicant, partner, and 1 childAU$60,000
Applicant, partner, and 2+ childrenAU$65,000

Pathways for NT 491 State Nomination Requirements

Unlike the permanent 190 visa, which requires two years of residency, the Subclass 491 visa Northern Territory requirements are slightly more flexible and explicitly open to overseas candidates.

1. NT 491 – The Offshore Applicant Pathway

If you are currently outside of Australia, you will generally only be considered for the 491 provisional visa. To qualify offshore, you need at least 2 years of post-qualification work experience in your field within the last 5 years, plus you must meet one of the following three streams:

  • NT Priority Occupation Stream: Your occupation must be listed on the Northern Territory Offshore Migration Occupations List (NTOMOL), and you must meet any extra work experience requirements listed there.
  • NT Job Offer Stream: You have secured a verifiable job offer in your occupation with an NT business that has been operating locally for at least 12 months. Bonus: Under this stream, you can nominate any occupation on the national list!
  • NT Family Stream: You have an eligible relative (parent, child, sibling, aunt/uncle, niece/nephew, or first cousin) who is an Australian Citizen/PR or holds a qualifying regional visa. They must have lived in the NT for 12+ months and provide a statutory declaration supporting your settlement.

2. The NT Resident Pathway

If you already live in the Northern Territory, you can qualify for the 491 visa much faster than the 190 visa.

  • Standard Route: You must have lived in the NT for at least 12 consecutive months and worked full-time in your nominated (or related) occupation for at least 6 consecutive months immediately before applying. You must also prove your job is available for another 12 months.
  • Remote Work Exemption: If you live and work outside of Greater Darwin, Palmerston, or Litchfield, you must still meet the 12-month residency and 6-month employment rules. However, your employer must supply a support letter confirming they tried to hire locally first.
  • Critical Sector Exemption (Exclusive to 491): If you meet the 12-month residency rule but are working outside of your nominated occupation, you can still be nominated if you have worked full-time for 6 months in a critical sector. These include Health, Energy, Defence, Agriculture, Mining, Aged/Disabled Care, Education/Childcare, Hospitality/Tourism, or Construction.

3. The NT Graduate Pathway

International students who complete their studies in the Top End have a streamlined route. To apply for the 491 visa as an NT graduate, you must:

  • Complete one or more qualifications through full-time study in the NT for two academic years (4 semesters) at an NT-based institution.
  • Demonstrate genuine and sustained efforts to find work in your nominated (or closely related) occupation. This means keeping a record of job applications, industry networking, and professional memberships.

Note: You do not need to be currently employed to get the 491, unlike the 190 requirements.

Mandatory Employment Rules

For those relying on local employment to secure their NT state sponsorship 491, be aware that MigrationNT strictly scrutinizes your job structure:

  • The business must be genuinely based in the NT and have been trading for at least a year.
  • Virtual offices, interstate remote work, and hot-desking do not count.
  • You must be paid the standard market salary for your role.
  • The majority of your daily duties must align directly with the skills assessed for your nominated occupation.

Ready to make the Northern Territory your new home? While meeting the NT 491 state nomination requirements takes careful planning, the application process doesn’t have to be stressful.
