Subclass 407 Visa Changes Oct 2026: New Offshore Requirement from 12 November 2026

Subclass 407 visa changes Oct 2026 introduce new location requirements from 12 November 2026, with most Training visa applicants required to be outside Australia when lodging their application and when the visa is granted.

The new requirement applies to applications lodged on or after 12 November 2026.

What Is Changing?

A Subclass 407 applicant must generally be:

  • outside Australia when the visa application is lodged; and
  • outside Australia when the visa is granted.

However, the change is not a blanket offshore requirement.

Applicants belonging to a class specified by the Minister in a legislative instrument may apply from inside or outside Australia, but not while in immigration clearance. If the applicant was in a specified class when applying, the applicant may also be inside or outside Australia when the visa is granted, but not in immigration clearance.

What Does This Mean for Applicants?

Anyone planning to lodge a Subclass 407 application on or after 12 November 2026 should confirm:

  • whether the applicant must apply outside Australia;
  • whether the applicant falls within a class specified by the Minister; and
  • where the applicant must be when the visa is granted.

Applicants currently in Australia should not assume that holding another visa will allow them to lodge a valid Subclass 407 application onshore.
